Start at the SUIF 2 home page:
  http://suif.stanford.edu/suif/suif2/index.html

The fundamental package for SUIF 2 is basesuif-2.2.0-4.tar.gz.  Install
that.  The other packages contained in the SUIF 2.2 release itself are
optional.  Install those that seem interesting/useful to you.

(Shameless plug: the Machine SUIF extension of SUIF 2, which is for
building target-specific back ends and experimenting with machine-
level optimization, can be found at http://www.eecs.harvard.edu/machsuif/.)

To obtain binaries for the C front end that has been released with
SUIF2, follow the link labeled "The matching C frontend binaries".
(At that point, use the "Register to download" link if you have
not already done so.)  Click "Download" and then "The C front end".

The confusing thing is that the other offerings on the NCI Downloads
page, including nci.tar.gz, are out of date.  They are superseded by
the current release of SUIF 2 from its home page, where you began.
